Abstract

This study examines the evolving EU-Tanzania relationship, focusing on development cooperation, challenges, and emerging opportunities. It explores the transition from a donor-recipient model to a strategic partnership based on mutual accountability, national ownership, and shared development goals. Using a qualitative research design and documentary analysis of policy documents, reports, academic literature, and agreements, the study applies thematic analysis. Findings show that the European Union (EU) remains a key development partner supporting governance, infrastructure, education, renewable energy, climate action, trade, and regional integration. However, challenges persist regarding governance, human rights, conditionality, trade, and institutional capacity. Despite these challenges, opportunities exist in green growth, digital transformation, sustainable infrastructure, the blue economy, investment, and human capital development through frameworks such as the Global Gateway Strategy, Samoa Agreement, and Tanzania Development Vision 2050. The study concludes that mutual trust, policy dialogue, and respect for national priorities are crucial for strengthening EU-Tanzania cooperation and achieving sustainable development.
